Explains that MPEG-LA is a private company that coordinates the licensing of MPEG-4 technology. Brings together 18 patent holders.
MPEG-LA has every interest in having this technology accepted.
The reasoning was to spread the fees across the entire use chain (encoders, decoders, streaming). Clarifies that the for-use fees are for remunerated streams only.
